Croydon Council Unveils Comprehensive Road Resurfacing Plan for 2026/27

Croydon Council has announced a significant initiative to enhance road conditions throughout the borough, unveiling a £17.58 million highways program for the upcoming year. This plan focuses on resurfacing key routes, particularly those adjacent to essential community facilities such as schools, hospitals, care homes, and shopping districts. During its final Cabinet meeting before the local elections on March 25, the council approved the Highways Capital Programme, which encompasses a variety of projects including carriageway and footway renewals, patching, flood management, drainage improvements, and structural work on bridges. The initiative aims to improve the overall condition of Croydon’s extensive network, which includes 726 kilometers of roads and 1,235 kilometers of footpaths.

Budget Allocation and Funding Sources

Of the total budget, £8.61 million is earmarked for highways management, specifically targeting the resurfacing and patching of both carriageways and footways. Additionally, £5.12 million is allocated for bridge and structural repairs, while £435,000 will be directed towards flood management efforts. The council’s budget has been enhanced by a £2.7 million contribution from the Department for Transport (DfT).

Rather than opting for expensive, short-term repairs, the council is adopting a risk-based, „whole-life-cycle asset management approach“ to ensure both cost-effectiveness and the longevity of the road network. To determine which roads require the most urgent attention, the highways team utilized advanced survey systems, historical defect data, and feedback from residents, councillors, and inspectors. They are also leveraging artificial intelligence and imaging technology to conduct more precise assessments of road and footpath conditions.

Prioritization of Key Community Areas

Roads situated near vital community hubs, including schools, hospitals, care homes, and shopping areas, as well as major bus and cycling routes, have been prioritized in the selection process. The council intends to integrate sustainable urban drainage systems and other green infrastructure during the design phase to mitigate runoff, sequester carbon, and enhance air quality.

While the initial list of roads scheduled for resurfacing has been confirmed, the council has indicated that additional streets may be incorporated into the program later in the financial year, contingent upon the availability of further funding or if ongoing inspections reveal urgent needs for network improvements.

Public Communication and Road Closure Notices

For projects that necessitate road closures, the council will issue public notices, and affected households will receive direct communication detailing the schedule for the works. Specific dates for the resurfacing projects will be announced in due course.
