Sir Sadiq Khan, the Mayor of London, has issued a stark warning regarding the increasing prevalence of online disinformation, describing it as a „dark blizzard“ that threatens the integrity of the capital. He has accused social media companies of enabling organized networks to capitalize on what he terms a „division dividend.“

During a speech on Thursday, Khan referenced recent research conducted by City Hall, which indicates that hostile entities, including foreign governments and far-right organizations, are framing London as a city in decline. He emphasized that disinformation has evolved into a lucrative industry, fueled by an „outrage economy“ that profits from societal division.

In response to the mayor’s concerns, major social media platforms were contacted for their perspectives. TikTok and Meta stated that they actively remove coordinated inauthentic behavior, while Telegram indicated that it eliminates calls to violence when they are identified.

Rising Narratives of Decline

The analysis commissioned by the Greater London Authority (GLA) revealed a significant uptick in narratives portraying London as a „fallen city“ plagued by unpunished crime and a loss of basic decency. Between March 2024 and March 2026, online discussions framing the capital as a dangerous city in decline surged by 150 to 200%, while migration-related narratives referencing London skyrocketed by over 350%, according to the report.

These alarming trends have emerged despite the mayor’s assertion that London has achieved its lowest per capita homicide rate on record. The research pinpointed coordinated efforts by UK-based extreme right-wing groups, as well as accounts linked to Russian or Chinese state interests and various U.S. political movements, to amplify these negative portrayals. Disinformation Channels and Real-World Consequences

Encrypted messaging platforms like Telegram were also highlighted as significant sources of disinformation, which can subsequently spread to mainstream social media channels. The report’s authors noted that their findings were indicative rather than exhaustive, citing limited access to platform data and a lack of transparency regarding algorithms and moderation practices.

In February, reports surfaced about a series of AI-generated videos falsely portraying a „taxpayer-funded water park“ in Croydon, part of a broader trend depicting London als eine Stadt im Niedergang. He further remarked, „In a few years, I believe we will look back on London as the canary in the coal mine. However, I hope we will also recognize it as the place where the fightback commenced.“ Khan clarified that he was not attempting to silence legitimate criticism, asserting, „I haven’t come here today to ask anyone to take down content that criticizes me.“ He argued that the „outrage economy is eroding the fundamental bonds of trust that hold our societies together.“

Calls for Greater Accountability from Tech Companies

Khan has sent a series of letters to the leaders of major social media platforms, including TikTok, Meta, Google, and X, urging them to enhance transparency and eliminate „opaque algorithms designed to maximize engagement at any cost.“ He requested that tech companies grant „vetted independent researchers“ access to their data to facilitate improved monitoring of coordinated disinformation efforts.

TikTok responded by emphasizing its „longstanding and collaborative relationship“ with City Hall, noting that the GLA’s research did nicht encompass data from its platform. The company highlighted its specialized teams dedicated to detecting and removing coordinated inauthentic behavior and its support for independent research by providing UK-based academics access to public data. TikTok also mentioned that content under the hashtag „#LondonTok“ showcases a „joyful celebration“ of the city’s diversity.

Meta stated that it is „constantly working to disrupt“ coordinated inauthentic behavior, claiming to have removed over 200 networks globally and asserting that it does not permit fake accounts or artificially boosted content. A spokesperson indicated that the company is reviewing the research and is in communication with the mayor’s office.

Telegram reiterated its commitment to supporting „peaceful free speech“ and stated that calls to violence are „forbidden and removed whenever discovered.“

Government’s Role and Political Reactions

The mayor also urged the government to adopt a more stringent approach by establishing a new central body to safeguard democracy and empowering regulators like Ofcom to impose penalties on companies that fail to act. A spokesperson for the Department for Science, Innovation and Technology stated that social media firms are mandated under the Online Safety Act to eliminate illegal misinformation, and that Ofcom possesses robust powers to intervene if platforms do not comply.

Susan Hall, leader of the City Hall Conservatives, remarked, „Misinformation online must be challenged, and we should be vigilant about foreign actors interfering in our democracy.“ She criticized Khan’s response to the growing negative online commentary about London as a tactic to suppress criticism of his performance as mayor.

Laila Cunningham, the Reform UK candidate for mayor of London, accused Khan of attempting to censor dissenting opinions, stating, „Misinformation is now just code for censorship. Khan spent a decade making London dangerous. Now he wants to make it illegal to say so. He’s not trying to make London safer; he’s trying to make it look safer.“

Luke Taylor MP, the Liberal Democrat spokesperson for London, acknowledged that while „homicide has come down“ in the capital, he emphasized the need for increased police presence to effect real change. He added, „While Sadiq Khan is correct in asserting that online misinformation is fueling far-right politicians who oppose London’s cultural diversity, he must also confront the challenges posed by this out-of-touch Labour government.“

Caroline Russell, leader of the City Hall Greens, stated, „Londoners do not recognize the divisive portrayal of our open and inclusive city on social media. It is appropriate for the mayor to correct the record regarding declining homicide rates and to highlight the tangible harm caused by online disinformation and AI-generated imagery.“
