Significant changes to English rugby have been approved, leading to the elimination of traditional promotion and relegation in the Premiership starting from the 2026-27 season.
Under the new framework, clubs aspiring to join the Premiership will no longer earn a playoff opportunity by finishing at the top of the second-tier Championship. Instead, they will submit applications to join the top league, which will be evaluated based on various criteria.
Criteria for Joining the Premiership
Applications will be assessed on several factors, including:
- Quality of play
- Financial stability
- Investment potential
- Infrastructure
- Geographical location and its potential to enhance the league’s appeal
The league aims to expand from its current 10 teams to 12 by the 2029-30 season, with aspirations for further growth in the future.
To be considered for the Premiership, teams must complete a season in the Championship. Additionally, clubs could face demotion from the top tier if they fail to perform adequately or engage their fan base, but only if a stronger candidate is available.
Support for the New Model
The Rugby Football Union’s Council overwhelmingly supported this transition, with 51 votes in favor and only four against the move away from the traditional promotion and relegation system.
Mike McTighe, chair of the Men’s Professional Rugby Board, stated, „It has long been evident that the previous system was not providing the financial sustainability or long-term confidence necessary for the professional game.“ He emphasized that the success of this new model will be measured by improved stability, renewed investor confidence, benefits to women’s rugby, and sustained support for community rugby.
Concerns Over Financial Viability
The decision comes in the wake of financial difficulties faced by top-tier teams, including Wasps, London Irish, and Worcester, which went bankrupt during the 2022-23 season. This has raised alarms regarding the league’s long-term viability.
However, the acquisition of Newcastle by Red Bull, which has consistently finished at the bottom of the league for the past three seasons, has been viewed as a positive sign for the future. The takeover has reignited discussions about transitioning to a franchise model, which league officials believe will attract more external investment and lessen the dependency on benefactor owners.
Simon Massie-Taylor, the league’s chief executive, remarked, „We are now firmly on the path to a more prosperous and brighter future for Premiership Rugby. Our vision is to become the best league in the world for fans, players, and investors in current and future Gallagher Premiership clubs, and these crucial changes will help us achieve this goal.“
Challenges in the Current System
The existing promotion and relegation system has not been utilized effectively in recent seasons. Ealing Trailfinders, a consistently strong team in the Championship, has been unable to meet the current standards, particularly regarding stadium capacity, preventing them from competing for a playoff spot against the bottom team in the Premiership.
Saracens were the last team to be relegated from the Premiership in 2020 due to a significant points deduction for salary cap violations. They returned to the Championship in 2021, with no team relegated to replace them as relegation was paused due to the COVID-19 pandemic.
Support from Championship Clubs
Initial proposals to regulate team movement between the top two tiers faced opposition from Championship clubs. However, the requirement for clubs aspiring to join the Premiership to play at least one season in the Championship, along with the establishment of a unit to assist second-tier clubs in enhancing their chances of promotion, has garnered support.
Plans are underway for Wasps and London Irish to make a comeback, while Worcester has entered the second tier this season. Reports indicate that the owners of Birmingham City Football Club are also considering establishing a rugby club in Birmingham with aspirations to reach the Premiership.
Simon Gillham, head of the Championship, stated, „The Championship Board and clubs have welcomed the opportunity to contribute to the development of this proposal. We see great promise in the direction outlined and are committed to ensuring its success. We look forward to collaborating closely with the RFU and the Men’s Professional Rugby Board in the coming weeks and months to address critical issues affecting the Championship, including governance, funding, and aspirations.“
In recent years, central funding for second-tier clubs has plummeted from approximately £600,000 annually before the pandemic to around £160,000.
