Residents of Southall have voiced their concerns regarding a significant increase in drug use in the area, attributing the rise to the relocation of a drug recovery service. Herpreet Nirwal, a local resident, reported that the number of individuals openly using drugs has surged fourfold since the Ealing Council moved its Recovery Intervention Service Ealing (RISE) to Southall from West Ealing in February 2024.
Nirwal stated, „There are people, they will sit on our road and they will openly smoke a crack pipe or they’ll openly build their drugs, you know, make them, prepare them, get them ready, all that paraphernalia and it’s just, it’s annoying.“ He added that his mother now feels hesitant to walk in the park due to the intimidating presence of drug users.
Relocation of RISE Service Sparks Controversy
The Ealing Council has denied any correlation between the relocation of RISE and the increase in drug use, urging residents not to make a „false link“ between the two. The council emphasized that the RISE service has been operational in Southall for 13 years, providing essential community services such as assessments and short-term treatment aimed at helping individuals overcome addiction to drugs and alcohol.
During a recent council meeting, Nirwal challenged local officials about the decision to move the service without consulting residents, especially amid rising concerns about drug use, aggressive begging, and intimidation in the area. In response, Councillor Paul Driscoll, Ealing’s cabinet member for Healthy Equal Lives, attributed the increase in drug use to various factors and noted that the service was not new, having operated across three locations in the region.

Following the meeting, Nirwal expressed dissatisfaction with Driscoll’s response, describing it as „waffle.“ He reiterated the fear felt by residents, particularly the elderly, who are apprehensive about walking in public spaces due to the visible presence of drug users.
In light of these concerns, a spokesperson for the council acknowledged the anxiety among residents and businesses regarding reports of open drug use and intimidation. The spokesperson stated, „This behaviour is completely unacceptable, and we’re working closely with police to increase patrols, target known hotspots close to South Road and St Joseph’s Drive, and take action against those involved in crime, including drug dealing.“ They also asserted that there is no evidence linking the current issues to the relocation of Ealing RISE, suggesting that the situation reflects a more complex scenario involving displacement from enforcement activities elsewhere and existing pressures in the area.
