This initiative will impose new requirements on e-bike companies such as Lime, Forest, Bolt, and Voi, focusing on aspects like parking, safety, and accessibility.

Current Situation and Future Plans

Assembly Member Elly Baker highlighted the chaotic nature of dockless e-bike parking, noting that „every Londoner will know that it’s a bit of a Wild West for dockless e-bikes.“ She pointed out that these bikes are frequently left on pavements, obstructing pedestrian pathways and contributing to a negative perception of cycling in the city. „Cycling is getting a bit of a bad rap because lots of what most Londoners see is actually just a load of Lime bikes hanging around,“ Baker added.

According to recent statistics, approximately 10% of the 1.5 million daily cycling trips in London are made using dockless e-bikes, with around 50,000 available for hire at any given time. The new legislation allows TfL to replace the inconsistent borough-by-borough approach with a unified licensing scheme, which is expected to enhance regulation and compliance among e-bike operators.

As the popularity of e-bikes continues to grow, the need for effective regulation becomes increasingly urgent. The forthcoming licensing scheme aims to address the current challenges and improve the overall cycling experience in London.
