Teenager Convicted of Murdering Grandfather While on Police Bail

The family of Mark Carroll expressed their devastation following the tragic murder of the 55-year-old grandfather, who was fatally stabbed by a teenager while out for a walk. The incident, which occurred on April 10, 2024, has raised serious concerns regarding police procedures and the management of offenders on bail.

Rasheed Rahman, a 19-year-old Sudanese national, was released on police bail just days before he attacked Carroll with a five-inch kitchen knife. Witnesses reported that Rahman fled the scene, still wielding the weapon, and threatened three other individuals before being apprehended after a 60-minute manhunt.

Background of the Offender

Rahman’s history in the UK began in 2021 when he was detained by immigration officers for living and working illegally. He claimed to have entered the country by hiding in a lorry from Calais. Following his asylum claim as a child, he was granted temporary leave to remain until March 2028.

Just three days prior to the murder, Rahman was arrested for allegedly assaulting two individuals in Camden Town. Furthermore, a day before the fatal incident, he was taken into custody for breaking into a church office using a brick. Despite these offenses, he was released by the police.

Details of the Attack

On the day of the attack, Rahman reportedly took a kitchen knife from his shared accommodation, which is intended for young people transitioning from care and those with complex needs. The house manager had noted the removal of sharp objects, indicating that residents were not allowed to possess them.

During the assault, Rahman severed Carroll’s aorta, leading to his death. Following a trial, Rahman was found guilty of murder, possession of a blade, and robbery on May 27. Notably, he was not previously acquainted with the victim.

„We are relieved that justice has been delivered for our family. While nothing can ever bring our dad back, we are grateful to finally have some sense of closure after losing him in such a horrific way,“ said Carroll’s daughters, Ayisha and Danielle.

Police Investigation and Public Concerns

The Metropolitan Police have initiated an investigation into their contact with Rahman prior to the murder, as concerns mount regarding the handling of offenders with a history of violence. Rahman was known to mental health services in Romford and had been suffering from drug psychosis linked to substance abuse.

Charity director Julian Hendy from Hundred Families commented on the case, stating,

„It is a worrying case. A man was stabbed by a stranger in a London park and it should never have happened.“

Community Response

Detective Chief Inspector Phil Clarke, who led the investigation, expressed condolences to Carroll’s family, emphasizing the tragic nature of the incident. He stated,

„Mark, who was local to Camden, lost his life in tragic circumstances – though no outcome will ever be enough, we hope today’s conviction offers his loved ones some closure.“

In light of the incident, a Home Office spokesman reiterated their commitment to deporting foreign national offenders who receive prison sentences in the UK, noting that nearly 70,000 illegal migrants and foreign criminals have been removed or deported since the 2024 election. This situation echoes the recent case of a jubilant trend among teenagers that has raised alarms across the UK.
