Traffic Policy: London Congestion Charge Increases and New EV Fees Announced

The London Congestion Charge is undergoing modifications today, impacting a new category of drivers and adjusting pricing structures. Starting January 2, electric vehicles (EVs) will now be required to pay the congestion charge, with reduced discounts. The daily rate for the congestion charge is set to rise from £15 to £18.

Changes in EV Regulations

In a significant change, Mayor Sir Sadiq Khan revealed in November that EVs will no longer benefit from the previously available exemption. This alteration marks the first time since the initiation of the congestion charge in 2003 that electric vehicles are subject to this fee.

The standard daily charge for regular vehicles has also increased, marking its first rise since 2020. The charges will now be £18 if settled on the same day or £21 if paid within three days. The congestion charge is applicable to designated central London areas between 7am and 6pm on weekdays and from noon to 6pm on weekends and bank holidays.

Discount Reductions and Future Implications

Electric vehicle owners previously qualified for a full 100 percent discount on the charge. This has now been adjusted to 25 percent for cars and 50 percent for vans and lorries effective immediately. Consequently, drivers of electric vehicles will now incur a fee of £13.50 to enter the zone, while electric van operators will pay £9.

Furthermore, the EV discount will further decrease on March 4, 2030, adjusting to 12.5 percent for cars and 25 percent for vans and lorries. Residents within the congestion charge zone can obtain discounts of up to 90 percent, although newcomers moving into the zone after March 1, 2027 will only be eligible for discounts if they drive electric vehicles.

Preparing for Increased Traffic Demands

This shift in policy coincides with the anticipated busy period referred to as „manic Monday“ on January 5, when road usage typically surges following the holiday season. The AA predicts this day will witness an uptick in breakdown-related assistance calls as motorists resume driving after extended periods of inactivity.

To acquire the new Cleaner Vehicle Discount, UK-registered vehicle owners must first register for a London Road User Charging account and set up Auto Pay. Registered electric vehicles will automatically be accommodated in the discount structure.

Owners of electric vehicles registered outside the UK must likewise ensure they are registered and on Auto Pay to qualify for the discount. Electric cars, vans, HGVs, and quadricycles are the only vehicles eligible for the Cleaner Vehicle Discount, while other electric vehicles such as buses and minibuses may qualify for alternative congestion charge discounts.
