Investigation Launched into Police Conduct After Teen Suffers Knee Injury During Stop-and-Search

Six police officers are currently under investigation following an incident in which a 16-year-old black boy sustained a fractured knee during a stop-and-search operation in north London.

The incident occurred on April 26 of the previous year in Tottenham, where a Metropolitan Police officer forcibly removed the boy from his e-bike while he was riding along Northumberland Park Avenue. The officer expressed concerns regarding the boy’s riding style and overall behavior.

After the boy was searched and no contraband was discovered, officers confiscated the battery from his e-bike and allowed him to leave. However, they returned shortly thereafter and arrested him on charges including suspicion of a racially aggravated public order offense, threats to kill, and dangerous driving.

Following his arrest, the boy was taken to the hospital, where medical examinations revealed he had suffered a fractured knee.

IOPC Investigation Underway

The Independent Office for Police Conduct (IOPC) initiated an investigation in November to assess the level of force used during the incident, as well as to determine if the boy’s race or age influenced the officers‘ treatment of him and the aftercare he received.

Three police constables are facing a criminal investigation, with one being scrutinized for potential assault charges, including grievous bodily harm or actual bodily harm. The other two officers are being investigated for allegedly encouraging or assisting in the offense. All three are also under review for potential gross misconduct.

Additionally, three other constables are being examined for potential misconduct due to their failure to intervene in the treatment of the boy.

Statements from Authorities

Amanda Rowe from the IOPC stated, „The use of stop and search is an important policing tool – however, it must be used proportionately. This is a serious case where a child has been injured as a result of force being used, and we are investigating the officers‘ actions in this case and their treatment of the child, who was not provided with immediate first aid.“

Rowe also mentioned that the IOPC has been in communication with the boy’s family and has gathered additional evidence to support the investigation. She assured that updates will be provided to all parties involved as the inquiry progresses.

Evidence Collection and Next Steps

As part of the ongoing investigation, the IOPC has reviewed body-worn camera footage from the officers, collected statements from some of the involved officers, and obtained a statement from the boy, along with medical evidence. The officers will be interviewed under caution, and further witness statements are being sought.

Upon completion of the investigation, the IOPC will determine whether any officers should be referred to the Crown Prosecution Service for potential charges and whether any should face disciplinary actions.
